As the COVID cases are falling down the government decided to resume the colleges for students because it should not be stopped as it decides the future of education and students who are going to be on the top leader of any industry. Goa government has issued standard operating procedures for partial re-opening of schools in the state for 10 and class12 from November 21. It is very mandatory to open the education system on that place because there are not a lot of COVID cases and there will be no harm if the government starts full fledges functioning. As per the SOP there should be not more than 12 students in a class and suggested that odd even formula for classes. That means there will be proper physical distancing and the classes will be held on the proper guideline. The classes will be held in different shifts and there are some mandatory things which have to be followed by each of the students to maintain a proper decorum because the disease can spread very easily and can be very much infectious for the local residence.
The Cabinet decided that after Diwali, from November 23, all high and higher secondary schools, colleges and universities will hold teaching in their respective premises. For this, they shall strictly follow the Standard Operating Protocol of the central government."
"In the first stage, in colleges and universities, classes for postgraduate, medical and paramedical students will be resumed. Moreover, classes of only final-year students of undergraduate courses will be resumed. In engineering streams also, classes of final-year students will resume. Similarly, ITIs and polytechnics will be reopened. The present system of providing online education will also have to be continued by various institutes in the state.
The Minister said that the decision was applicable to all schools and colleges in the state government grant in aid, self-financed, Kasturba Gandhi Balika Vidyalaya and all schools under Social Justice and Empowerment Department. For the remaining schools, the government will decide later. Schools across India have been closed since mid-March, even before the coronavirus lockdown was imposed. The Union government has permitted the reopening of schools in phases after October 15. However, the actual timing and manner of reopening will be decided by individual states.

For skilled based training in workshop/laboratories, it should be ensured that members sanitize their hands before and after using training equipment. The appropriate back up stock of personal protection items like face covers/masks, visitors, hand sanitizers etc. shall be made available by the management to the teachers and students, according to the SOP.
